Global Climate Change and Its Impacts
2.Public Green Space Expansion
Green spaces hold significant importance for improving urban ecological environments
and enhancing residents’ quality of life:
(1)Park and Green Space Planning: Reserve sufficient land in urban planning for
constructing or expanding public green spaces such as parks and squares; protect existing
natural landscape resources.
(2)Rooftop Greening and Vertical Gardens: Encourage rooftop greening renovations
on buildings by planting drought-resistant plants; promote vertical greening projects on
building exteriors to increase urban greenery coverage.
(3)Community Gardens: Support residents in creating small gardens within commu-
nities to grow vegetables and fruits, beautifying the environment while fostering neighbor-
hood interaction.
(B)Methods of Citizen Participation
To ensure effective implementation of climate action plans, citizens can participate in
policy consultation and supervision processes through various means:
1.Participate in Policy Consultation
(1) Public Hearings and Opinion Solicitation: The government regularly holds public
hearings on climate issues, inviting citizen representatives to voice their opinions; dedicated
online platforms are established to collect suggestions and feedback from all sectors of
society.
(2) Expert Committees and Citizen Advisory Groups: Form advisory teams composed
of scholars, experts, non-governmental organization (NGOs) members, and ordinary citizens
to provide professional guidance and support for government decision-making.
[2] Monitoring the Implementation Process
(1) Information Disclosure and Transparency: The government should proactively
publish progress reports and fund utilization details of climate action projects to accept
public oversight; establish a reporting hotline to facilitate citizen feedback.
(2) Volunteer Activities and Citizen Scientist Program: Encourage citizens to participate
in environmental volunteer activities such as afforestation and waste cleanup; train citizen
scientists to assist government departments in environmental monitoring efforts.
(III) Practical Case Analysis
[1] Singapore’s “Garden City” Vision
(1)Background
The Singapore government proposed the long-term goal of building a “Garden City,”
committed to transforming the urban area into a harmonious home where humans and nature
coexist. To this end, the government formulated detailed green space expansion plans, in-
creasing the quantity and area of parks and street greenery.
(2) Implementation
