Global Climate Change and Its Impacts
prompting traditional powers to recalibrate their response strategies.
Emerging powers are seizing development opportunities under the climate change con-
text, gradually elevating their status on the international stage. Countries rich in renewable
energy resources, such as Saudi Arabia, have recognized the challenges facing traditional
energy sources like oil. Leveraging vast desert areas abundant in solar energy, they are vig-
orously developing solar industries. Through massive investments in solar power projects,
Saudi Arabia has not only made progress in energy transition and reduced dependence on oil
exports, but also accumulated experience in renewable energy technology R&D and applica-
tion, enhancing its discourse power in the global energy sector. In Africa, several countries
are constructing large-scale wind farms utilizing abundant local wind resources with inter-
national support. By developing renewable energy, these nations improve domestic energy
supply, boost economic development, and gradually strengthen their influence in regional af-
fairs. Regarding technological innovation, China has demonstrated strong competitiveness in
electric vehicle manufacturing and solar photo-voltaic technologyand other fields. China has
taken a leading position in electric vehicle manufacturing and solar photovoltaic technology.
China’s electric vehicle enterprises are continuously expanding their global mar-ket share.
With related technologies and standards gradually gaining international recognition, this has
enhanced China’s influence in the global green industry sector, reshaped the global industrial
competition landscape, and thereby impacted the geopolitical power structure.
Faced with the challenges posed by climate change and the rise of emerging powers,
traditional powers are actively adjusting their response strategies. As a traditional power,
the United States has experienced policy fluctuations on climate issues but has recently
begun prioritizing renewable energy development. It has increased support for domestic
renewable energy industries, formulated policies to encourage corporate investment in wind
and solar projects, and sought to regain leadership in the new energy sector. In international
affairs, the U.S. employs diplomatic means to strengthen climate policy coordination with
allies, maintaining its influence in global climate governance. European traditional powers
continue to drive green technology innovation and international cooperation. Countries like
Germany and France have invested heavily in R&D for electric vehicle technology and
carbon capture and storage (CCS) technology, preserving their technical advantages in these
fields. Regarding international cooperation, European nations actively promote EU-level
climate policies, enhancing the bloc’s discourse power in global climate governance and
consolidating its position in the geopolitical power structure by providing aid and technical
support to developing countries. Through industrial restructuring, technological innovation,
and international collaboration, traditional powers are responding to climate-driven reshaping
of the geopolitical power structure to sustain their influence.
