paths and their international image-building.
(1) Strategy Formulation in International Climate Negotiations
At the important occasion of international climate negotiations, all countries must com-
prehensively and thoroughlyconsidertheir unique development stages, resource endowment
conditions, and emissionreduction potentialand other key factors to meticulously formulate
negotiation strategies that align with their national conditions while maintaining strong com-
petitiveness on the international stage.
For developing countries, emphasizing the principle of “common but differentiated
responsibilities” in international climate negotiations holds crucial significance. From a
historical perspective, developing countries maintained relatively low greenhouse gas emis-
sions compared to developed nations over an extended period, due to their relatively lower
economic development levels and delayed/slow-paced industrialization processes. Simul-
taneously, numerous developing countries currently face a series of urgent and challenging
tasks, most notably vigorously developing their economies to improve national living stan-
dards, and making all-out efforts to eliminate poverty while creatingbetter living conditions
for their citizens. In view of this, regarding global emissionreduction responsibilitiesIn the
responsibility-sharing framework, developing countries and developed countries should as-
sume differentiated obligations.
In the specific practice of negotiations, developing countries can leverage the strong
power of unity and collaboration to proactively seek tangible and effective support from de-
veloped countries in terms of funding, technology, and capacity building, thereby enhancing
their comprehensive capabilities to address climate change. Reviewing the arduous negoti-
ation processes of the United Nations Framework Convention on Climate Change and the
Paris Agreement, developing countries formed a formidable negotiation bloc through close
solidarity, presenting a unified and powerful voice on the international stage. This effort ulti-
mately compelled developed countries to commit to jointly mobilizing $100 billion annually
in special funds dedicated to supporting developing nations in implementing emission reduc-
tion actions and strengthening climate adaptation capabilities. Furthermore, during the nego-
tiation process, developing countries actively demonstrated their relentless efforts and signif-
icant achievements in addressing climate change. Taking China as an example: In renewable
energy development, China has continuously increased investments, constructing large-scale
wind farms and solar power stations, steadily raising the proportion of renewable energy in
its energy consumption structure year by year; in forest resource conservation, China has
vigorously promoted large-scale national greening initiatives, enhanced the cultivation and
management of forest resources, and significantly improved forestcarbon sink capacity. The
demonstration of these highlighted achievements has significantly enhanced the voice of de-
veloping countries in international negotiations, laying a solid foundation for securing more
favorable emission reductionpolicyroom.
