                 large-scale wind farms and solar power plants. The industrial department prioritizes energy
                 conservation and emission reduction in production processes through promoting advanced
                 production technologies and phasing out outdated production capacity, like encouraging steel
                 enterprises to adopt new smelting technologies to reduce coal consumption. The transpor-
                 tation department concentrates on emissions reduction in the transport sector by vigorously
