                 industries with relatively inadequate technology and capital, face greater difficultiesin imple-
                 menting emission reduction policies. For instance, some inland resource-based cities relying
                 mainly on traditional industries like coal and steel encounter challenges such as capital short-
                 ages and employment resettlement when phasing out outdated production capacities and un-
                 dergoing industrial upgrades.
                     To ensure national emissionreduction policiesare effectively implemented at local lev-
                 els, it is necessary to strengthen communication and collaboration between central and local
                 governments. The central government should formulate detailedemission reduction policyim-
                 plementation guidelines, clarifying specific emissionreduction tasksand targets, and provides
                 differentiated policy support based on the actual conditions of different regions. For econom-
                 ically underdeveloped areas, the central government increases fiscal transfer payments and
                 establishes special emission reduction funds to support local efforts in phasing out outdated
                 production capacities, implementing energy-saving and emission-reduction technological
                 upgrades, and developing emerging low-carbon industries. Simultaneously, paired assistance
                 programs are organized between developed and underdeveloped regions, where developed
                 regions provide support in technology, talent, and management expertise. Technologically,
                 research institutions and enterprises from developed areas assist underdeveloped regions in
                 introducing and applying advanced energy-saving and emission-reduction technologies. In
                 terms of talent development, professional training is provided for underdeveloped regions.
                 Regarding management experience, knowledge sharing is conducted on low-carbon city con-
                 struction and energy conservation management in industrial parks. Additionally, a compre-
                 hensive supervision and evaluation mechanism is established to monitor the implementation
                 of local emission reduction policies. The central government regularly evaluates the emis-
