In the grand process of global concerted efforts to address climate change, national emi-
ssion policieseffectiveness evaluation and adjustment are undoubtedly the core and key to
ensuring the smooth achievement of emission reduction targets. Establishing a scientific,
comprehensive, and rational effectiveness evaluation indicator sys-tem, and flexibly and
efficiently adjusting policies based on precise evaluation results are of immeasurable signifi-
cance for enhancing national emi-ssion effortseffectiveness, precision, and sustainability.
(1) Establishing EffectivenessEvaluation Indicator System
1 Greenhouse Gas Emission Indicators
Among numerous evaluation indicators, the monitoring and statistics of greenhouse gas
emissions hold a foundationaland coreposition. The changes in emissions of major green-
house gases such as carbon dioxide, methane, and nitrous oxide directly reflect emi-ssion
policiesof implementation effectiveness. In practical operations, it is essential to closely
monitor the dynamic changes in total greenhouse gas emissions, as the total emissions serve
as a metric for assessing the nation’s overall emission reductionstatusThe fluctuation of its

taneously, the indicator of per capita emissions should not be overlooked. It reveals the car-
