Global Climate Change and Its Impacts

                   V. National Emi-ssion PoliciesEffectiveness Evaluation and Adjustment

In the grand process of global concerted efforts to address climate change, national emi-
ssion policieseffectiveness evaluation and adjustment are undoubtedly the core and key to
ensuring the smooth achievement of emission reduction targets. Establishing a scientific,
comprehensive, and rational effectiveness evaluation indicator sys-tem, and flexibly and
efficiently adjusting policies based on precise evaluation results are of immeasurable signifi-
cance for enhancing national emi-ssion effortseffectiveness, precision, and sustainability.
                   (1) Establishing EffectivenessEvaluation Indicator System
                   1 Greenhouse Gas Emission Indicators
Among numerous evaluation indicators, the monitoring and statistics of greenhouse gas
emissions hold a foundationaland coreposition. The changes in emissions of major green-
house gases such as carbon dioxide, methane, and nitrous oxide directly reflect emi-ssion
policiesof implementation effectiveness. In practical operations, it is essential to closely
monitor the dynamic changes in total greenhouse gas emissions, as the total emissions serve
as a metric for assessing the nation’s overall emission reductionstatusThe fluctuation of its
numerical values clearly demonstrates the general trend of emission reductioneffortsSimul-
taneously, the indicator of per capita emissions should not be overlooked. It reveals the car-
bon responsibility borne by each citizen at the individual level, facilitates in-depth analysis
of emission disparities among different demographics and regions, and provides a basis for
formulating more targeted emission reductionpoliciesAdditionally, emission intensity per
unit of GDP remains an equally crucial evaluation metric. This indicatorby linking carbon
emissionsto economic development levels, precisely quantifies the carbon emissions gener-
ated during the production of per-unit GDP, profoundly reflecting the inherent relationship
between economic development patterns and carbon emissions.
Through establishing a long-term, stable, and comprehensive monitoring system to
continuously collect and analyze these indicator data, we can accurately assess the effective-
ness of emission reductionpoliciesThe actual effectiveness achieved in reducing greenhouse
gas emissions. Taking a certain country as an example, after actively implementing a series
of emission reductionpoliciesfor several years, rigorous monitoring revealed that the total
carbon dioxide emissions showed a steady year-on-year decline trend. Per capita emissions
gradually decreased with the optimization of population structure and enhanced environmen-
tal awareness among residents, while the emission intensity per unit of GDP significantly
decreased under the dual drivers of economic restructuring and technological innovation.
These data clearly demonstrate that the country’s emission reductionpolicieshave achieved
proactiveand significantprogress in reducing greenhouse gas emissions, making substantive
contributions to realizing global emission reduction goals.
                   2.Energy Structure Optimization Indicator
The optimization of energy structure serves as a critical pathway for achieving emission
reduction targets, therefore the Energy Structure Optimization Indicatorin terms of effective-
