               期驻留 3 人,总重量可达 180 吨,以进行较大规模的空间应用。

                   The Development Strategy  发展战略
                   In September 1992, Chinese government decided to implement the manned
               spaceflight project and determined a three-step development strategy. The first step
               is to launch a manned spacecraft (Shenzhou spacecraft), build a preliminary pilot

               manned spacecraft project, and carry out space application experiments; Second, after
               the successful launch of the first manned spacecraft, break through the rendezvous
               and docking technology of manned spacecraft and space vehicles, refit and launch a
               space laboratory using manned spacecraft technology, and solve the space application
               problems with a certain scale and short-term care; The third step is to build a manned

               space station to solve the problem of large-scale and long-term manned space
               applications.
                   1992 年 9 月,中国政府决定实施载人航天工程,并制定了“三步走”的发

               展战略。第一步,发射载人飞船 ( 神舟号飞船 ),建成初步配套的试验性载人飞
               船工程,开展空间应用实验;第二步,在第一艘载人飞船发射成功后,突破载人
               飞船和空间飞行器的交会对接技术,并利用载人飞船技术改装、发射一个空间实
               验室,解决有一定规模的、短期有人照料的空间应用问题;第三步,建造载人空

               间站,解决有较大规模的、长期有人照料的空间应用问题。
                   Development 发展进程
                   In November 1999, the flight test of“shenzhou-1”was a complete success.
               In October 2003,“Shenzhou V”spacecraft carrying astronaut Yang Liwei was

               successfully launched at Jiuquan Satellite Launch Center. In September 2011,
               “Tiangong-1”space laboratory was launched. In September 2016,“tiangong-
               2”space laboratory was launched. In April 2017,“tianzhou-1”cargo spacecraft was
