3.China’s Ordos CCUS Cluster
(1) Background
China, as the world’s largest carbon dioxideemitterAs one of the world’s largest CO2
emitters, China has in recent years placed high importance on the research, development, and
application of CCUS technologies. Ordos City in the Inner Mongolia Autonomous Region,
with its abundant coal resources and favorable geological conditions, has become one of the
key bases for China’s first batch of CCUS demonstration projects. Through joint efforts by
local governments and enterprises, a series of CCUS projects spanning industries such as
power generation and chemical manufacturing have been implemented.
(2) Practices
①Shenhua Group’s Coal Liquefaction Plant: As one of China’s earliest enterprises to
pilot CCUS, Shenhua Group has implemented a comprehensive CCUS system at its coal
liquefaction plant in Ordos. The facility can process approximately 400,000 tons of CO2
annually, injecting it into nearby depleted oil and gas fields or saline aquifers for storage.
Additionally, some of the CO2 is utilized in the production of methanol and other chemical
products, achieving comprehensive resource utilization.
②Ordos Basin CCUS Network: In addition to single-enterprise projects, Ordos City
is building a CCUS network covering the entire basin. This network connects multiple in-
dustrial enterprises and storage sites, forming a complete carbon dioxide transportation and
storage chain. For instance, emission sources like coal mines and cement plants within the
Ordos Basin can transport carbon dioxide via pipelines to suitable storage locations such as
depleted oil and gas fields or deep saline aquifers.
③Policy Support and International Collaboration: The Chinese government has intro-
duced a series of policy measures to encourage and support CCUS technology development.
Examples include establishing special funds for technology R&D and demonstration project
construction, along with formulating relevant standards and regulations. Concurrently, Ordos
CCUS projects actively engage in international exchanges and collaborations, introducing
advanced foreign technologies and management expertise to enhance their technical capabil-
ities and global influence.
(3)Achievements
After years of dedicated efforts, the Ordos CCUS cluster has become one of the exempla-
ry models in China’s and even the global CCUS field. To date, CCUS projects in this region
have cumulatively stored over one million tons of carbon dioxide, significantly mitigating the
environmental impact of industrial emissions. More importantly, the Ordos model provides
valuable insights for promoting CCUS technology in other regions, particularly demonstrating
CCUS’s immense potential as a transitional solution in hard-to-abate heavy industries.
In summary, the aforementioned three CCUS projects globally demonstrate success-
ful practices of this technology across diverse application scenarios. They not only validate
the effectiveness of CCUS technology but also accumulate invaluable experience for future
