               capacity building. Regarding financial assistance, developed countries could establish dedi-
               cated climate funds to provide substantial annual funding to developing nations, supporting
               their implementation of energy conservation and emission reduction projects, construction of
               clean energy facilities, and enhancement of climate change adaptation capabilities. In terms
               of technological support, developed countries could collaborate with developing nations on
               joint research and development projects, sharing advanced energy-saving and emission-re-
               duction technologies such as efficient carbon capture and storage (CCS) technology and
               smart energy management systems, thereby helping developing countries improve energy
               efficiency and reduce carbon emissions. For capacity building, developed countries could
               provide services like personnel training and technical consultation to assist developing na-
               tions in cultivating professional talents and enhancing their climate governance capabilities
               and technical competencies. For instance, through international climate cooperation projects,
               developed and developing countries could collaborate on solar power plant projects, with
               developed nations providing financial and technological support to help developing coun-
               tries improve energy supply sustainability while promoting local economic development and
               energy structure optimization. Through these measures, equitable emission reduction can be
               achieved globally, ensuring that developing countries can actively and effectively participate
               in climate action while pursuing economic development.
                   3.Sustainable Development Principle
                   The principle of sustainable development serves as a guiding thread that runs through
               the entire process of formulating long-term climate change mitigation strategies. This prin-
               ciple emphasizes that long-term climate mitigation strategies must be tightly integrated with
               sustainable economic and social development goals, forming an organic whole. It strictly
               prohibits achieving emission reduction targets at the expense of economic development and
               social stability.
                   In the process of promoting emission reduction actions, full attention should be paid to
               cultivating emerging low-carbon industries, using this as an opportunity to drive the opti-
               mization and upgrading of industrial structures. With increasing global attention to climate
               change issues, emerging low-carbon industries such as new energy vehicle manufacturing,
               solar photovoltaic industry, wind power generation industry, and energy-saving environ-
               mental technology R&D are encountering unprecedented development opportunities. These
               industries not only feature significant characteristics of low energy consumption and low
               emissions that can directly contribute to emission reduction goals, but can also drive the de-
               velopment of related industrial chains, create numerous new employment opportunities, and
               promote green economic growth. Taking the new energy vehicle industry as an example, its
               development involves multiple sectors including battery technology R&D, automotive com-
               ponent manufacturing, vehicle sales, and after-sales services, which can drive collaborative
               development across upstream and downstream industries. In the field of battery technology
               R&D, substantial scientific research efforts are required to develop more efficient, safer, and
