Global Climate Change and Its Impacts
Climate change has already exerted extensive and profound impacts on global ecosystems
and human societies, such as rising sea levels causing submersion risks in coastal areas, and
frequent extreme climate events affecting agricultural production and human health. There-
fore, enhancing the adaptive capacities of ecosystems and human societies constitutes a cru-
cial component of the long-term strategy. For ecosystem adaptation, this involves strength-
ening the protection and restoration of ecosystems like forests, wetlands, and grasslands to
improve their stability and resilience while enhancing their regulatory capacity to respond
to climate change. For human society adaptation, measures include refining disaster early
warning systems, upgrading infrastructure resilience, strengthening public health systems,
and improving societal capacities to address climate-related disasters, ensuring sustainable
development of human societies.
2.Action Measures
Action measures serve as concrete implementation tools for achieving strategic objec-
tives, encompassing key sectors such as energy, industrial production, transportation, con-
struction, and ecology.
In terms of energy transition, vigorously developing renewable energy is the core task.
Strengthen the development and utilization of renewable energy sources such as solar, wind,
hydro, and bioenergy by constructing large-scale wind farms, solar power stations, and ma-
jor hydropower projects, while promoting applications like biomass energy for heating and
gas supply. Simultaneously, improve energy efficiency through technological innovation and
management optimization to reduce losses in energy production, transmission, and consump-
tion. In the industrial sector, advance energy-saving technologies and equipment, optimize
production processes, and enhance energy efficiency. In the construction sector, adopt ener-
gy-efficient windows and doors, high-performance insulation materials, and smart lighting
systems to reduce building energy consumption.
Regarding industrial restructuring, promoting the low-carbon transformation of ener-
gy-intensive industries is a key initiative. For traditional energy-intensive industries such
as steel, cement, and chemicals, reduce their energy consumption andCarbon Emissions.
Encourage enterprises to adopt advanced production processes and equipment, improve re-
source utilization efficiency, and reduce waste emissions. At the same time, cultivate emerg-
ing green industries, such as new energy vehicle manufacturing, energy-saving and environ-
mental protection technology R&D, and carbon capture and storage technology applications.
These emerging industries not only feature low energy consumption and low emissions, but
can also drive the transformation of the entire industrial system toward a low-carbon direc-
tion, injecting new momentum into economic development.
In terms of low-carbon development in transportation and construction sectors: For
transportation, vigorously promote new energy vehicles by implementing policy measures
such as purchase subsidies, tax incentives, and charging station construction to encourage
consumer adoption. Simultaneously, develop low-carbon transportation modes, strengthen
