demand sides, this dual approach will drive NEV adoption and reduce transportation-related
carbon emissions.
Regarding energy structure optimization, if assessments reveal bottlenecks in renewable
energy development, such as windpower projectsDue to grid connection issues, difficulties
in power generation absorption have arisen, resulting in a significant amount of wind energy
resources failing to be effectively converted into electricity supply for the market. This has
hindered the increase of renewable energy’s proportion in the overall energy consumption
structure. To address this challenge, policymakers need to strengthen policy support. The
government should introduce specific policies that explicitly require grid companies to pri-
oritize the grid connection of renewable energy generation, while establishing robust regula-
tory mechanisms to ensure effective policy implementation. Concurrently, increased support
should be provided for energy storage technology R&D and application through the estab-
lishment of special research funds. This would encourage collaboration between universities,
research institutions, and enterprises to jointly tackle key challenges in energy storage tech-
nology, ultimately developing cost-effective, high-efficiency, and safe energy storage equip-
ment. Breakthroughs in energy storage technology will effectively resolve the intermittency
and volatility issues of renewable energy generation, enabling electricity storage and flexible
dispatch. This will enhance the stability and reliability of renewable energy within the power
system, promote sustainable and healthy development of the renewable energy industry, and
ensure the successful achievement of national energy structure optimization goals and emis-
sion reduction targets.
By establishing a scientific and comprehensive performance evaluation index system,
and continuously and dynamically adjusting policy directions and intensity based on assess-
ment results, the national emissionreduction policiescan better adapt to evolving mitigation
needs, implement targeted measures, advance efficiently, and vigorously propel global cli-
mate action, contributing to building a greener, low-carbon, and sustainable planetary home.
Section IV Long-term Planning and Prospects for Climate
Change Mitigation Strategies
I. Principles and Framework for Developing Long-term Climate Change
Mitigation Strategies
Under the increasingly ominous shadow of global climate change, formulating long-
term climate change mitigation strategies has become an urgentand coremission. This strat-
egy is by no means an overnight endeavor, but requires meticulous planning that strictly ad-
heres to a series of scientific, interconnected, and far-reaching fundamental principles, while
establishing a systematic, comprehensive, and logically rigorous framework. Only through
such an approach can we ensure the strategy possesses visionary foresight to chart a clear
